ONAM GREETINGS

ITANAGAR, Sept 15: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have conveyed warm greetings to people of Arunachal Pradesh on the festive occasion of Onam.

He has also extended good wishes to the people of Kerala, Tamil Nadu and Karnataka, especially those serving in the State on the occasion.

In his festival greetings, Governor said that Onam, the thanksgiving festival of the harvest season is celebrated with traditional gaiety and enthusiasm. The mood of rejoicing is vividly captured in the rituals and festivities associated with the festival, transcending all barriers and uniting all in a common brotherhood. He wished that the festival spread the message of love, peace and communal harmony in the society.

In a message on eve of the festival, Tuki wished all from Kerala working and serving in Arunachal Pradesh and hoped that the harvest festival will be celebrated with the same zeal and enthusiasm as in Kerala.

Tuki, who is currently in New Delhi on an official purpose, also called upon all others to join their brothers from Kerala in the celebration so that unity and integrity of the country remains intact. According to a popular legend, the festival is celebrated to welcome King Mahabali, whose spirit is said to visit Kerala at the time of Onam.

 

Eknathji memorial football and volleyball tournament

ITANAGAR, Sept 15: Vivekananda Kendra Arunachal Pradesh Trust organized the cluster level Eknath Memorial Cup Football and Volleyball Tournaments at Daporijo on September 14 and 15.

The Siang cluster football matches were played between VKV Oyan and VKV Kuporijo at Rijo ground Daporijo.

In a scintillating match, VKV Oyan defeated VKV Kuporijo by 1-0 goals in football. The VKV Oyan also defeated both VKV Kuporijo and VKV Sher in direct sets in the volleyball match. By virtue of two wins, VKV Oyan reached the Super league matches of both Volleyball and football to be played in November 2013.

 

 

Vishwakarma Football Running Trophy enter knock-out stage

ITANAGAR, Sept 15: Sangey Lhaden Sports Academy (SLSA) beat Capital Complex Tamin FC (CCT FC) 4-3 in penalty kick to enter the knock-out stage of the 19th Vishwakarma Football Running Trophy 2013 played at KV No 2 playground here today.

The match was taken to penalty kick after both the teams played out a goalless draw in regulation time.

7 Sporting Club also advanced to the knock-out stage with 1-1 draw against Techi Boy FC in the first match of the day today.

Although Abu Nigla FC lost 0-1 Ward No 1 FC in the third match of the day today, the team advanced to the quarterfinal on point basis.

Other teams that already entered the quarterfinals are, DRYFC, Sartam Brothers FC, Chimpu Sporting Club, Jiyo Aur Jinedo FC and Tempo Union FC.

The first quarterfinal will be held between DRYFC and Abu Nigla FC tomorrow at 2 pm and Sartam Brothers FC will be up against Joy 7 Sporting Club in the second quarterfinal at 3:30 pm.

 

 

2nd Giogi Taya State Level Football Tournament

Papa XI, Jiyo Aur Jine Do win

ITANAGAR, Sept 15: Papa XI beat Naharlagun United  2-1 while Jiyo Aur Jine Do trounced Bondhu FC 3-0 in the 2nd Giogi Taya State Level Football Tournament played at Rajiv Gandhi Stadium, Naharlagun today.

Khup Son and Taba Muj scored one goal each for Papa XI in 63 and 76 minutes respectively. Taja Bubung scored the lone goal for Naharlagun United in 48 minutes.

Dare Takar (39 min), Khyoda Janu (45 min) and Take Arun (53 min) were the scorers for Jiyo Aur Jine Do team.

AAPSU team visits school in Miao

ITANAGAR, Sept 15: An All Arunachal Pradesh Students’ union (AAPSU) team led by Asst. IPR secretary Challing Yangfo and Art and Culture secretary Risso Kiogung visited Govt. Hr. Sec. School, Miao and interacted with the students and teaching staff recently.

Both the AAPSU office bearers advised the students to give priority to their academic studies as education was only the key to success. They also asked them to refrain from using tobacco, opium etc. which can ruin their life. The school authority has appreciated the AAPSU team for their visit and encouraging the students.

Later, the AAPSU team along with local administration visited M’pen Nallah to study the situation.

 

HRA alleges foul play

ITANAGAR, Sept 15: Alleging foul play in the advertisement for the recruitment of general manager and manager posts in Hotel Donyi Polo Ashok, Itanagar, published on Sept 12 last in the local dailies, the Human Right of Arunachal (HRA) has called for its immediate cancellation.

In a letter addressed to the chief secretary, it said that the advertisement by Secretary (Industries) Cum Managing Director, Donyi Polo Ashok Hotel Corporation Ltd is being done without the approval of ITDC, as per the agreement & byelaws that the ITDC is major shareholder of the Hotel (ITDC 51% and State Government have only 49%). The attempt for requirement to the higher post which will cost huge amount as salary and perks cannot be understood. Rather it smells of dirty game plan of the authority concern for their selfish interest.

Alleging that the MD, Donyi Polo Ashok, has flouted all rules of cooperation to fulfill their vested interest, it also asked for the removal of Secretary Industries.

It said, as per rule, Managing Director, DPAHCL has no power to appoint any Managers in the hotel nor can take any disciplinary action without consultation of ITDC. The post as advertised has no sanction and no approval from the ITDC and DPAHCL Board. It further demanded for a proper enquiry committee to be constituted to look into the crisis of the hotel.

 

AGYO demands rectification of error

ITANAGAR, Sept 15: Reacting to the report of the erroneous printing in the August, 2013 edition of ‘Discover Arunachal’ published by the department of tourism, GoAP, the All Galo Youth Organization (AGYO) has demanded for withdrawal of the edition from circulation and immediate rectification of the error.

In a release, while also seeking enquiry and serious action against the person responsible, it warned of democratic movement against tourism department if the demands are not fulfilled.

 

‘Hindi Diwas’ celebrated at Longding.

ITANAGAR, Sep 15: The premise of Govt HSS, Longding turned into a poetic parley on Monday as the staff and students of the school gathered there to celebrate the ‘Hindi Diwas’ along with rest of the nation.

The ‘Hindi Diwas’ celebration as initiated by one of the senior teachers (Hindi) N Wangham was first of its kind in Longding district to popularize  the Hindi language among the students.  

The day-long celebration was marked by essay competition and extempore speech among the enthusiastic students followed by distribution of prizes.

However, the recitation of self created Hindi poem added more flavour to the celebration. The staff of BRC, Longding also took active participation on the occasion.

Meanwhile, the school principal urged upon the Hindi faculty to teach proper and pure Hindi in Hindi classes so that the students be acquainted with the beautiful world of good Hindi.

 

Illegal structures: EKCCI seeks DC’s attention

ITANAGAR, Sept 15: Claiming that illegal construction of numerous building structures are going on along proposed Trans-Highway between Khupi and Ramda in West Kameng in order to claim compensation from the authority, East Kameng Chambers of Commerce Industry (EKCCI) today sought intervention of West Kameng deputy commissioner to prevent such illegal activities.

In a letter addressed to the DC West Kameng, EKCCI blamed that such scandalous and illegal structures along Khupi and Ramda road have negative impact on East Kameng district as construction obstructs regular plying of vehicles which resulted high price of commodities at Seppa.  Further EKCCI appealed to West Kameng district administration to remove the illegal structures for the greater interest of both districts.

 

AAPGDLU asks for facilities Food Security Act

ITANAGAR, Sept 15: The All Arunachal Pradesh Govt. Departmental Labour Union (AAPGDLU) has asked for providing facilities under National Food Security Act 2013, AAY and priority household card to the government department labourers, contingency and ALC workers.

In a letter submitted to the food and civil supply minister Kamlung Mossang, it reasoned that most of the labourers are doing their job sincerely and dedicatedly without any complaint.

 

‘Bharat Jago Daud’  to mark the birth anniversary of Swamiji

ITANAGAR, Sept 15: ‘Bharat Jago Daud’ (wake up India marathon) was organized as part of Swami Vivekananda’s 150th birth anniversary celebration at Naharlagun yesterday.

Around 500 participants from Rajiv Gandhi University, North Eastern Regional Institute of Science and Technology, National Institute of Technology, parents, officers and youth joined the marathon.

Leki Phuntsoji, SV-SSS Publicity Secretary and former IPR director flagged off the marathon at the Chief Councillor’s office premises, Naharlagun in presence of Dr Lobsang Jompa, Convener, Nirjuli, SV-SSS, Panchanan Tripathy, Principal, VKV Nirjuli, teachers, well-wishers, VKVians.

Higio Aruni, Chief Councilor of Itanagar Municipal and Prof. Dr. Jamuna Bini attended the closing function.

The Vivekananda Kendra Arun Jyoti, Aalo branch also organized the Bharat Jago Daud on the eve of Swami Vivekananda’s 150th birth anniversary at Aalo town on September 11.

About 150 students from various schools of West Siang district and Jawans from 19th Grenadiers Indian Army Bogdo  and 20th  battalion ITBP, Aalo took part in the 5km race spreading the message of Swami Vivekanda.

 

Colony dwellers build approach road on self-help basis

ITANAGAR, Sept 15: The residents of Yupo Colony, Chandranagar here have constructed an approach road (400mt) from NH-52 A to their colony on self-help basis without any financial assistance from the Government. The approach road was completed yesterday which was started three years ago.

They spent an amount of Rs 35 lakh from their hard earn money in the construction work, informed the organizing committee chairman in a release.

Meanwhile, the organizing committee chairman, on behalf of the dwellers of the Yupo colony, has urged the local MLA/State Govt. to sanction fund atleast for construction of the cement concrete pavement of the road.

Govt. seeks status report on ‘Juvenile Remand Home’

PASIGHAT, Sept 15: An exclusive report published in ‘The Arunachal Times” recently describing the myriad of prevailing problems at ‘Juvenile Remand Home’ at Pasighat in East Siang district has finally awakened the state government from deep slumber

It is learnt from reliable sources that the Governor’s Secretariat while reacting to the report has made a communiqué with East Siang Deputy Commissioner (DC) enquiring the present status of the Juvenile Home.

The Child Development Project Officer (CDPO) of Pasighat, who is looking after the juvenile home as its in-charge, said the East Siang DC has urgently sought him the ‘status report’ on the juvenile home and accordingly he has submitted it.

In the report, he reportedly mentioned the long-pending demand for regularization of the post of those officials who have been serving in the Home for the last many years.

Referring to the provisions provided in the Juvenile Justice (Care & Protection of Children) Act, the CDPO, in his report clearly mentioned the need of officials, such as Probationary officer, Supervisor, Counselors (male & female), Warden, Educator, besides other auxiliary staff.

In the meantime, the 'Women and Child Development' authority has engaged some workers for cleaning the Juvenile Home premises. It also alerted the officials concerned that government representatives may visit the Home anytime.

 

 

North East Live’ to expose hidden Arunachal, give focus on development

ITANAGAR, Sept 15: Senior journalist and noted litterateur Padmashree Mamang Dai yesterday unveiled the logo of the North East Live, first private TV channel from Arunachal Pradesh in an impressive function here. In her address, Dai exhorted the media persons to play their crucial role with dedication and sincerity to promote the identity and culture of various communities of the state through media.

Describing the media as new super power in global world, the noted journalist, however, said that media should take care of the sentiment of the local people while filing the investigative report.

Pointing out that the investigative journalism becomes the catchword, she said the channel would help project the views of the Arunachalees on Sino-India border row, hydro projects  and Look East policy of the Government.

Bureau chief of the North East Live TV Channel Supriya Deb  while explaining the theme of the  Logo said the Channel will strive hard  to promote the identify and culture of the Arunachalee people outside the state and its core objective would be  to highlight the development issues.

Director, information and public relation C M Longphong said the   North East Live TV channel  is a boon for  the people of the state as it will provide round-the clock news service and promote the rich  culture and identify of Arunachalee people outside the state.  Local news creates a sense of belongingness among the audience who prioritize local news over regional, national and global, he added.

“The channel would help dissipate the misgivings created about the Arunachalees, who are taunted as Nepalese, Japanese or Chinese across India,”  said North East Live Entertainment Pvt Ltd CMD Takam Moni. She appealed to the media fraternity to march together to overcome numerous problems  being faced by the media persons in this land-locked sensitive state.

Among others, acclaimed singer Bengia Tab, Art & Culture Director Mamta Riba Naksang and media fraternity were also present on the occasion.

The TV channel which is now on test run and being telecast in local cable network for the last six months,  would be formally launched by the Union Minister of Road, Transport & Highways Oscar Fernandez in Itanagar on Sept 30 next, informed  coordinator Likha Taji.

 

 

Tourism dept. clarifies error in booklet

ITANAGAR, Sept 15: State Tourism Department today came out with a clarification that barring in the caption of the photograph on page 19 of “Discover India,” Malinithan has been shown and highlighted as one of the important heritage sites of tourist interest in Arunachal Pradesh in its promotional booklet.

Reacting to a news item published in a section of local dailies criticizing the Tourism Department for showing Malinithan as part of Assam, the Depatment, in a release informed that Malinithan has been showcased as an important tourist site of Arunachal Pradesh in page 5 (Visit their temples section), 6 (Heritage section) along with Tawang Monastery, Bhismaknagar etc.

“The notional map in page 7 also clearly placed Malinithan in Arunachal Pradesh,” the release said adding that in page 11 of the booklet where some of the monuments and archaeological sites of Arunachal Pradesh are listed, Malinithan figures as one of the sites of Arunachal Pradesh, which clearly informs that Malinithan is part of Arunachal Pradesh.

It however, regretted for the unintentional error in the caption of the photo of the Malinithan on page 19 of the booklet wherein it has been printed as “Malinithan Shilapathar.”

“Discover Arunachal” is a promotional booklet published by the India Today and sponsored by the Department of Tourism to showcase the rich cultural heritage and other tourism products of Arunachal Pradesh. The booklet showcased all the important sites/places of tourist interest within Arunachal Pradesh.

Meanwhile, the Department, while informing that the publisher of the booklet India Today group has apologized for the unintentional error, has directed the publisher to immediately stop further circulation of the booklet.

 

 

Demand for ‘Kamla district’ raised in PR coordination meeting

ZIRO, Sept 15: The first ever coordination cum development meeting of elected panchayat leaders of 25th Raga ST Assembly Constituency comprising of Anchal Samiti Members (ASMs), Anchal Chairpersons (ACPs) and Zilla Parishad Members (ZPMs) of 11th Anchal Samiti Block Kamporijo-I, 12th A/S Block  Kamporijo-II, 13th A/S Block Raga and 14th A/S Block Tamen-Dullungmukh was held here at Circuit House, Hapoli yesterday.

Though the proposal for the meeting was coined and initiated by Nido Pavitra, MLA-cum-Parliamentary Secretary, Health & Family Welfare and Food & Civil Supply, GoAP but he could not attend the historic coordination cum development meeting for some unavoidable circumstances. As such, Nido Tagom, chairman, development committee of 25th Raga ST Assembly Constituency chaired the meeting on his behalf.

After a long marathon debate, the meeting passed one point resolution which was for creation of a new district at Raga as the ‘Kamla district’. Accordingly, the newly elected panchayat leaders urged Govt. of Arunachal Pradesh for immediate creation of a new district before the parliamentary election 2014 is held.

It was a long felt demand of people of 25th Raga ST Assembly constituency to have a separate district because of vastness in geographical area covering two districts viz, Lower Subansiri Hq. at Ziro and Upper Subansiri Hq. at Daporijo. It has four ZPMs in Lower Subansiri and three ZPMs in Upper Subansiri with a population of around 50000.

The greatest hurdle for the people of Raga constituency is that administrative as well as developmental activities are taken up from Lower Subansiri district because it share 70% population in it whereas, Upper Subansiri district conducts parliamentary and assembly election for sharing 30% of its population. Because of this political and administrative separation being controlled from two districts, people of 25th Raga Assembly constituency are in facing great difficulties, it explained.

Placing those problems to the limelight, the elected panchayat leaders has reiterated and appealed to State Govt. for creation of new district as the Kamla district at the earliest before parliamentary election is declared.

Besides, it was also resolved to pursue govt for creation of Sub-Treasury and installation of an ATM booth at Raga. Shortage of teachers in most of the secondary and higher secondary schools in Raga constituency and infrastructure development in various department of Raga ADC Hq. was also raised.

While insisting for transparency and equal development in all the four blocks as per feasibility, it demand for separate JE (SSA) for Raga, creation of CO post at Kamporijo-I & II, police station either at Boasimla or Tamen and posting of EAC at Raga, creation of CD block at Dullungmukh. It also demanded for provisioning of ambulance vehicles against Boasimla, Raga and Dullungmukh and to conduct PMEGP and SSA interview at Raga which are meant for Raga constituency.

Attending the meeting Maga Mala, ZPM Raga, Kabak Apo, ZPM Kamporijo-I, Tap Tapuk, ZPM Kamporijo-II and Bei Tassap, ZPM Tamen Dullungmukh also spoke on the coordination meeting. Report by Yachang Tacho

 

 

BJP flays state Govt over  law and order  in trouble-torn districts

ITANAGAR, Sept 15: Bharatiya Janata Party (BJP), Arunachal Pradesh today criticized the state Govt over the alleged deteriorating law and  order situation in Tirap, Changlang and Londging districts.

Citing the example of deteriorating law and order, the BJP spokesperson Techi Necha claimed that ultras laid siege to the residence of BJP’s National Council Member Wangman Lowangcha yesterday evening at Borduria village for three hours who, the party said, was rescued by Tirap police. When contacted, Tirap SP ruled out involvement of ultras and added that a case has been registered and investigation is going on.

Wangman returned to Borduria last evening after his Changlang district tour, the party said.

Alleging that the state Govt is maintaining stoic silence over the internal security and law and order of the state, particularly in troubled-torn districts, the  BJP said the people are not secured in the hand of Congress. Demanding clarification from the Govt over law and situation, the Party also demanded proper investigation into the whole gamut of the yesterday’s incident.

Meanwhile, the BJP also expressed its regret over the AAPSU’s statements supporting eviction drive on the public utility premises of school, hospitals and termed it unfortunate.   The party further said that the state Govt should have proper policy to carrying out these eviction.

“The illegal encroachment at the twin State Capital Complex is the creations of the successive Congress Govt. in the state. The Congress Minister and Member of Legislative Assembly themselves are the illegal encroachers mostly at the twin State Capital Complex. How the common citizens can expect any fair decisions from such State Congress Govt,” the BJP said.

 

 

Doordarshan Kendra celebrates

54th anniversary

ITANAGAR, Sept 15: With the rest of the country, the Itanagar Doordarshan Kendra (DDK) celebrated its 54th anniversary with pomp and gaiety here at Prashar Bharti Complex today.

Hundreds of staffs and family members of DDK and AIR thronged the main studio to witness the glittering function.

Noted singer Jomnya Siram, who is also the deputy director of Art and Culture department enthralled the gathering with is old melodious number ‘Take Ngo’.

Artists Tayun Kesap, Rode Karso and Duyu Appa also enthralled the gathering alongwith a Galo group dance led by Mibi Bomjen.

In his keynote address, Regional News Unit (RNU) head Soni Kumar Konjengbam said that the DDK after its inception in September 15, 1959 is making every effort to improve quality of transmission, coverage, programming and content and news telecast and currently, digitalization process of all the equipment including consoles, VCRs, transmission equipments, cameras is going on full swing and after its completion all transmissions will be in high definition mode.

He also revealed that the Itanagar DDK which was commissioned on February 5th 1996 by then union information and broadcasting minister PA Sangma has been playing a major role in enriching the ethos of the land and also promoting and projecting the cultural heritage of Arunachal.

“Over the years, DDK Itanagar has also become an archival library for the state of Arunachal. The Kendra proudly owns well known documentaries in every field. Ten documentary films produced by the Kendra was screened in the 1st Arunachal Film Festival held in the month of March this year and among them was ‘Oya’, a short documentary of us which has bagged several DD awards”, the RNU head said. He further informed that from coming October 2nd, the Kendra’s programmes well be telecast from Guwahati from 4 pm to 5 pm through hot switching mode using satellite.

Speaking on the occasion as chief guest, Itanagar Municipality chief councilor Higio Aruni exhorted the DDK officials to organize local based programmes and activities and involve the local people in various programmes and advertisements for their benefits and also to woo more viewers.

Higio also asked them to organize more programmes related to youths and women to encourage both the folk in the society and to make people know about the social and cultural issues.

“Concrete steps and policies should be taken to upgrade the Kendra and to telecast the local programmes throughout the country”, the chief councilor emphasized.

Capital Complex ADM cum chief estate officer Talo Potom in his address encouraged the Kendra to highlight such information that no any generation should be leave out in preserving any kind of information and knowledge.

“We have to take the DDK to a height where young generation can get information easily”, Potom said while requesting the officials to use whatever resources they are getting.

While stating that the DDK is a medium where social responsibility can be undertaken and cultural diversity and integration can be enhanced in the state like Arunachal, DIPR director CM Longphong asked them to provide dedicated news service to disseminate information throughout the nation.

He also called for upgradation of stations in the state in order to highlight more information of state’s importance and assured to help the Kendra in any issues and problems.

APSACS project director Dr S Kakoty and Art and Culture deputy director Jomnya Siram also dwelt in length about the importance of DDK in the present world.

 

 

Siang Gomung Barbi; a message to the people of state

The first song ‘Ngokke Sisang ko Among’ is a eulogy to the beautiful land and people of Arunachal and it praises the beautiful flora and fauna, the landscape and the rich tapestry of art and culture. The underlying message of the song is that “we are very fortunate that we are in the beautiful state of Arunachal Pradesh, a land endowed with nature’s bounty in abundance”. The song is also a tribute to those pioneers of Adi community and other communities, who took the first step towards preservation of rich art and culture of the state.

The second song ‘Entokuai dolung lo gidi sipem’ is with the onslaught of modernity, gradually the tribal way of life is changing in Arunachl Pradesh and consequently, it has affected the art and culture of the tribal society also. Slowly but surely, continuity of our culture is becoming a challenge. So, the underlying message is there is a dire need to preserve our culture and identity.

The song ‘Ane siang asi me is with the coming of democratic system of governance, the polity of the tribal communities in Arunachal Pradesh has undergone a sea change. In the olden days, governance was based generally-on principles of truth, equality fairness and justice. However, with coming of election system people have to make a choice and this liberty of choice has resulted in fissure in the otherwise once harmonious and egalitarian tribal communities. The song depicts these scenario and all the current practices that are associated with election now. The underlying message of the song is-‘Are we losing our paradise?’It uses the analogy of seasonal ebbs and flows of the Siang River to convey this message.

The song ‘Besu nayi e ngode’ is an adaptation of an Adi tale.Besu Nayi is the lone monkey that survived the extermination attempt by human beings. Now Besu Nayi, the lone surviving monkey, appeals to human beings not to kill other sentient beings, after all they are God’s creation with sentiments, emotion and most importantly with sense of pain.The underlying message of the song is that human beings must stop destroying other creations of nature. In our life time, many of the species have become extinct in our land. Therefore, one must abstain from wanton hunting, destruction of forest and conserve our natural heritage which is a precious gift from the almighty.

Vocalist and producer of the album Nalong Mize, hails from Pangkang village, Riga Circle in Pangin- Boleng area. He graduated from the prestigious Hindu College, University of Delhi and completed his post-graduation in Advertising and Public Relations from one of the premier mass communications institutes of India, Indian Institute of Mass Communications, New Delhi. Mize is also a Leadership for Environment & Development (LEAD) Fellow, a United Kingdom based international network of professionals from different sector spread across the globe. Workers’ awareness camps

at Yomcha & Angu

ITANAGAR, Sept 15: As part of its statewide awareness campaign to encourage the workers to register their names in the Board, Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) official team headed by its chairman Jalley Sonam on Saturday visited Yomcha under West Siang district and conducted awareness camp-cum-spot registration of workers.  

During the day-long programe, which was also attended by ADC Yomcha Emar Ete, Sonam distributed the school kits among the children of labourers.

Similar programme was also organized at Angu village near Aalo today. Speaking on the occasion, Sonam said that with the help of this ongoing statewide awareness camp all the labours and workers of govt, private and other sectors will be able to understand their rights and various benefits of APB&OCWWB.

District Labour Officer (LO) Lee Ete highlighted about the Board and its various schemes for the benefit of workers. Later, Sonam distributed the school kits among school going children.

 

 

District administration denies allegation

ITANAGAR, Sept 15: West Siang district administration has denied any irregularity in disbursement of compensation to people affected by two lane BRTF road from Aalo to Mechukha.

Reacting to the news item published in some local dailies alleging that one Project Affected Peoples’ Land Owners’ Association (PAPLOWA) was collecting 3.5 % of the compensation amount from the beneficiaries, West Siang Deputy Commissioner, in a release clarified that the district administration was making all out efforts to disburse the compensation amount to the intended people in a very transparent and simple manner without involving any Govt. employee or third party.

“Payments are being made through cheques only as per the calculation made in the compensation package, the Deputy Commissioner said.

“This kind of rumour not only brings bad name to the administration but also creates confusion among the public as well as undermines the credibility of the authorities, the DC said.

At present, payment is being made for the stretch of 0- 37 km (i.e from Aalo to Kaying).

Disbursement committee has been constituted under the chairmanship of EAC/ Town Magistrate, Aalo and ADC, Kamba for 0-19 kms and 19-37 kms respectively.

 The affected people for this stretch of 0-37 kms are also requested not to involve any third party during payment.

 

 

AAPLU conducts trade union leadership training programme

DOIMUKH, Sept 15: Around 100 members of the All Arunachal Pradesh Labour Union (AAPLU) including its district level presidents and general secretaries participated in a training programme on ‘trade union leadership’ conducted by the AAPLU at the UD guest house here today.

Briefing the gathering about the rights of labourers and unions, labour commissioner Ojing Darung said that every employee, whether skilled or unskilled, has a right to get minimum wages for his job.

“If the employer fails to follow the Minimum Wage Act, then an employee can file a charge against the employer.”

Elaborating the labour laws and authorized and unauthorized deduction of wages, he informed that “payment to an employee should always be in cash, not in kind.”            

Other resource persons of the training session included deputy labour commissioner SP Bhardwaj, Gauhati High Court advocate Jakhir Hussain and SMILE state coordinator Lenkho Martha, who guided the members on various laws and acts through which unions can demand workers’ basic rights.

 

 

State BJP team attends training prog. in New Delhi

ITANAGAR, Sept 15: Three-member state BJP team led by general secretary and in-charge training cell attended a day-long training programme organized by the National Training Cell of the Party at New Delhi yesterday.

The training covered various topics, such as how to improve public speaking skill, media management, the use of technology in work, Right To Information (RTI), election management, personality development, time management and team work etc.

Addressing the concluding session, Party’s National General Secretary (Org) Ram Lal exhorted the delegates to undertake all the three stages of training ‘Pravesh’, ‘Pragat’ and ‘Provin’ which are very important for our own life, for the party as well as development of the country.

He asked the party leaders to organize urgent and time bound programme/training to involve as many people as possible to create positive atmosphere for the forthcoming Parliamentary elections.

The meeting was chaired by the National Convener of the training cell Dr. Alok Kumar, who is a senior advocate of the Supreme Court.

Delegates from across the country attended the meeting.

ST status for Yobin is still distant dream

Dear Editor,

The news titled “Union Tribal Affairs Minister assures CM on nomenclature issue” published on 12 September is a strategic step from the Chief Minister. He seems to realize that unless he gets involved into this matter the issue of Scheduled Tribes (ST) from AP will not expedite.

But what alarmed me was the mention of only the change of nomenclature of few tribes and “Any Naga Tribes”. Where does the demand of Yobin for ST stand? Is it that the newspaper failed to report or the Government plans to sideline us again?

The report also confirmed that the State’s recommendation has not been consistent because it said “… He [Minister for Tribal Affairs] requested the State Government to immediately send official recommendations for the same through the State Secretariat, which he said is the normal procedure…”

Recently, union minister Ninong Ering has been telling about this gap to us and to our local MLA. But our MLA and the State had been saying “No further recommendation is needed; your matter is with centre.” Now the Minister for Tribal Affairs had personally informed our Chief Minister. I hope the matter will be processed through proper channel with complete list of ST from Arunachal.

We always request for immediate declaration of Yobin as ST because it is a great need. All the other tribes of Arunachal Pradesh have been receiving facilities as ST, but for Yobin such facilities are far away.

Will gender discrimination ever end?

Dear Editor,

This is in response to a news item written by one Dr. Rima Taipodia titled-“Should we be teaching our daughters how not to be raped?” which appeared in the 2nd September 2013 issue of the Arunachal Times. In the article he had elaborated on how much a girl contributes in a rape attempt. He had in fact, attempted to expose various factors responsible for this heinous crime committed by one person on another. But being a concerned citizen as well as having full solidarity with all girl children, we don’t agree with most of his opinions. The point that girls are being raped because of their promiscuous behaviour which he interprets as wearing short outfits, drinking and night outs, is very ridiculous. We fail to understand as to how could such silly thought came to his mind?  Hadn’t he ever heard girls wearing Salwar Kameez also being raped? And even old women and aged mothers also felt victims to rapists across the country. It is but a fact that such elderly women though, in fact, not scantily dressed are molested and raped. It seems there is no more security left for a woman/girl in the school, office, at home or any other place.

Dr. Taipodia appears to be thinking in a very bizarre way if his opinion is seriously viewed. Now, talking about instances of minor girls even of the age of 2-3 years being sexually molested, the reasons for the same may not be attributed to the promiscuous dresses always but something else. The victims are taken aback when their own uncles, teachers and their relatives themselves attempt to molest them.  Most of these victims don’t even know about the meaning of rape. In the instances of infamous recent Likabali incident, the culprit was none other than their own school teacher/warden himself. May we know what Dr. Taipodia has to say about this minor rape case?  Could he explain the reasons behind the gruesome incident, whether did it occur because of the promiscuous dresses or the lustful mindset of the rapist? If the author says that incident of rape and sexual abuses occur because of reasons related to both sexes then a second thought to his stand could be given, if not girls alone can’t be blamed.

Gender discrimination may be attributed as one of the factors of sexual offences in the society. Females also vouch for their share of equal rights, wishes and opportunities as their male counterpart since everyone has been created equal and there is no point suppressing and undermining them altogether. People like Dr. Taipodia instead of exposing his narrow mentality should rather grow up and discourage such shameful act. He should realize that he by dint of his biased writing has done more damage than good and had encouraged the ‘gali ka majnu’ more and more. He should retrospect the fact that highly educated people like him has yet to shed his myopic mentality. Educated people should inspire the others to realise that the act they are doing is not in conformity to the established law of the land is a blot to moral values. Men need to consider a woman as his sister, mother, good friend etc. instead of harnessing ill-intentions. He should maintain a sense of dignity and respects towards her. In democratic India, equal rights, opportunity and freedom is enshrined in the constitution of the land and why should there be restrictions on girls thereby curtailing her every rights even in their putting on choice dresses or free movement ar. The fact remains that the deciding factor undoubtedly about a girl is her character and not the way she dresses. The character of a girl defines her and not her dresses. She certainly doesn’t become a slut for the fact that she wears shorts. As such, the wall of discrimination between a man and woman should be brought down to usher into an era of social congeniality, equality and respect of both instead of phenomenal graphical swing in favour of the male dominance and atrocities upon a girl child and her chastity. What is required I think is a lesson on moral values and a paradigm shift in the mindset of younger generations towards generating a sense of responsibility and respect within themselves  in this chaotic situation in the society. Hope, we mend ourselves for greater interest of the society and humanity!

Don’t support land encroachers

Dear Editor,

It is surprising how AAPSU president is showing extra interest in regularization of government lands encroached by the influential bureaucrats and politicians of the twin capital instead of pressurizing administration and concerned authorities against it. His pro-encroacher’s stance will convey a very wrong message to the general public of the state and will demoralize the honest officials and administrators fighting against the menace. The practice of encroaching government quarters and government/forest land is rampant in almost every district of the state, what message does he thinks will it send to the general public? Encroachers will take it for granted that someday or the other government will be bound to issue LPC if they stand their ground. His special interest in this issue raises many eyebrows if he is being benefitted in some way or the other by being on the encroacher’s side. Almost all the government quarter encroachers of the twin capital are high profile and powerful government officials holding responsible posts in their respective departments (D-sector in Naharlagun is one of the best examples). If this is how the “elites” of our state do instead of being a torch bearer, what can we expect from the common mass? If a rich and powerful person does it, it should be regularized, but when poor opens up small hut on the road side to feed their family, it will be dismantled in no time for not possessing a valid permit. Is this what we call democracy? Please for god’s sake, stop cultivating and practicing this pro-rich stand. It won’t do any good to our society.

As they say “with great power comes great responsibility”, I sincerely request AAPSU President to change his stance and take strong step against the land encroachers of the state. Else we will have no choice but to conclude that he is acting mere on the encroacher’s behalf.

Don’t misuse the vintage tag of AAPSU

Dear Editor,

Through your esteemed daily I would place my view toward AAPSU. Since AAPSU is known for the platform of intellectuals and institute for the future leader of the state and it is the lone apex organization of the state which binds together all tribes and religions of our very sensitive state like Arunachal Pradesh. The dignity of AAPSU is appreciable because of the great student leaders which sacrificed their lives for the well being of newly born Arunachal during 70s &80. But in present days, AAPSU leaders are misusing the vintage tag of the AAPSU for their personal prosperity. AAPSU being the apex student organization should have concrete objective and functions but it has no limit and boundary of functions. In Arunachal, the government always talks about RIGHT TO EDUCATION but in everyday in newspaper we see dozens of news with the headlines of “School crying for government attention” or School running shortage of teachers”. In such moment where AAPSU goes and what for the AAPSU stands? But AAPSU takes up the issue which is beneficial for them. Presently AAPSU is supporting for the regularization of land allotment to the encroacher of the government quarters (land). By taking up such issue what kind of message AAPSU want to give and also is it appropriate for the AAPSU to tackle such issue. So I would like to request the AAPSU members to not misuse the vintage tag of the AAPSU and do something for the welfare of student for which the AAPSU is made for rather take up issue to impress the top political leaders and expect some gift from them.

Fake drugs

Fake and substandard drugs are endangering public health - and their manufacture and sale rank among the easiest to commit but least detected crimes internationally - according to a report, which calls for better access to novel technologies to tackle the problem.

The situation is exacerbated by problems with drug quality testing in low- and middle-income countries, where poorly trained chemists and weak infrastructure are common obstacles, says the US Institute of Medicine report.

The costs associated with developing new detection technologies are also a barrier to making available robust, sustainable, user-friendly and inexpensive technologies, it says.

The study examined the common TB drugs isoniazid and rifampicin. Sample drugs were purchased from pharmacies in 19 cities across Africa, as well as Brazil, China, India, Russia, Thailand and Turkey.

Of more than 700 TB drug samples, nine per cent overall failed basic quality testing. This included a failure rate of 16 per cent in Africa, ten per cent in India, and around four per cent in other countries.

The report recommends steps to improve governmental capacity for identifying fake or substandard products. These include making detection technologies more accessible in low- and middle-income countries, and ensuring that field technologies and techniques are cheap, durable and easy to use and maintain.

It also calls for a global agreement on a WHO-drafted international code of practice - the Model Quality Assurance System - that would include "guidelines on surveillance, regulation, and law enforcement", to be adopted by all countries.
